With the commencement of the Decentralization and Regional Autonomy program in 2001, each region was required to formulate, plan, and implement its own regional development independently. Pursuant to Article 11 of Law No. 22 of 1999, the Central Government delegated authority to Regional Governments to plan, implement, and control development programs in eleven sectors: (1) public works, (2) health, (3) education and culture, (4) agriculture, (5) transportation, (6) industry and trade, (7) investment, (8) the environment, (9) land affairs, (10) cooperatives, and (11) labor.
The implementation of Decentralization and Regional Autonomy requires good governance, characterized by openness (transparency), responsiveness, and accountability. To ensure the successful implementation of regional development programs, it is necessary to develop top- and middle-level management personnel—comprising regional leaders (legislative and executive), staff of ministries/government agencies, non-governmental organizations, and regional government officials—who are able to think and act strategically in responding to the challenges and impacts of globalization.
Higher education institutions, as centers for the advancement of knowledge, are among the key driving forces in accelerating development efforts. Through the implementation of the university’s tridharma (education, research, and community service), IPB University has consistently participated actively in national and regional development. IPB University strives to make its best contribution in meeting the demand for professional management resources to optimize the implementation of regional autonomy and sustainable national development.
In response to the need to strengthen and develop professional human resources in regional development management, the establishment of the Postgraduate (Master’s) Study Program in Regional Development Management (MPD IPB), under IPB Rector’s Decree No. 140/KI3/OT/2002 dated 30 October 2002, represents one of IPB’s efforts to address the challenges of regional autonomy and sustainable regional development, oriented toward equitable and civilized public welfare. The MPD Study Program aims to support Regional Governments (Regencies/Municipalities and Provinces) in fulfilling the need for professional management resources in order to optimize the planning, implementation, and monitoring/evaluation of competitive and sustainable regional development.
The MPD Study Program received an “A” (Very Good) accreditation rating from the National Accreditation Board for Higher Education (BAN-PT) for the periods 2012–2017 and 2017–2022. In April 2023, the MPD Study Program again obtained accreditation with the highest distinction, “Unggul” (Excellent), from the Independent Accreditation Institute for Economics, Management, Business, and Accounting (LAMEMBA) for the period 2023–2028.
